The tech is already out there, the only thing missing to make this real is a database that can link a license plate directly to the proper cell phone

a) There is no database that links license plates to cell phones.
b) Many states have hands-free laws forbidding the use of texting devices while driving.
c) Texts cost money. There would be a public revolt if someone were able to text you anonymously without you having opted-in.

The app is being developed in China. They probably have plenty of data, and I don't think they give a hoot about public revolts

That will never fly... Why is GM wasting money on this and more importantly why is GM's research facility in China after they were bailed out by the Government? Fails on both accounts.
