Citizen's Band Radio. This is what truckers use. Around here logging crews use them to communicate. While a scanner can pick-up police signals I don't think a legal CB radio will.

Its used for communication with others who are on the 27 MHz Citizens Band. They have always been popular with truckers who warn each other where the bear traps are down the road. They have fallen out of favor with roller skaters (cars).

I'm so old that I recall being on that band when it was an amateur radio band. It was the lowest frequency band you were allowed to operate duplex on (transmit and receive at the same time on different frequencies so it was exactly like a telephone).
