It depends on what brand.
I usually have a hard time with Maistos. Most of the time, i can just slowly pull them off. You can also try using very small screw drivers to pry them off.
With Ertls/Yat Mings, theres a 2 screwdriver method. Put 2 screwdrivers(medium size) behind either side of the wheels axle/spindle and push it off(by pressing against the wheels, if that makes sense. The end of the screwdrivers rest in the fenderwell while you try and push them off. If you need a pic, let me know.
Sometimes, the axles will just break.
