I've used these guys before for hitches.
Here is one for an 81, I looked for 73 but they didn't have anything listed.

He can either buy a new one for his year car or make a custom unit. They are listed on ebay from time to time and I think there is a few hitch manufactures offering them new. Check the hitch manufactures sites. Just make sure it is for his year.
