Our sensors only require a basic continuous wave transmission from a TPMS tool, so all TPMS tools will trigger all C6 sensors.
However, the 2010 and 2011 C6's built in December 2010 or prior have a green sensor that can be triggered by changing air pressure and don't need a TPMS tool - although they will trigger with the signal from a tool as well.
If you swap only occasionally then letting air out of each tire and then going back around and adding air back to desired pressure might be okay.
If you swap wheels/tires/sensors regularly then a tool will be much quicker to use.
You can get a very basic tool from Tire Rack for about $60. The low end tools transmit the signal to trigger the sensor, but that's all.
The next level up tools, such as the TIPS have a receiver in them that picks up the signal transmitted by the sensor when it has been triggered. The tool will blink a light and beep to let you know the sensor was triggered and sent out its data, and that tells you the sensor is working okay and its battery strength is good - i.e., you can do diagnostic checks with such a tool.
High end tools will have a screen that displays info about the sensor when it picks up the data transmission from the sensor. You can see below the data displayed after I did a check on a GS sensor after it came off the track at Sebring - the pressure is up after a 25 minute track session, and the temperature is high also:

The picture above shows the temperature displayed, but only 2010-2013 sensors transmit the temp data, and that temp data is not displayed anywhere in the car. The sensors in 2005-2009 do not transmit temperature.
I currently have a used TIPS tool, and a new KTi pst (they are the same tool, just different colors), and a used OTC 3833 like in the picture above:

The used green TIPS is $135 shipped for just the tool.
The new KTi comes with those guide books you see, and also that small unit between the TIPS and KTi which is a PIM (Programming Interface Module) to hook the tool up to a computer to download new software as new sensors come out. It's $160 shipped.
The used OTC 3833 is $235 shipped.

I also have some used green sensors for all 2010-2013 C6 Vettes.
