Default Quick Question?

I was reading Nor Cal SAAC Course Maps which has turn by turn info.
They use a term "Wind on the steering lock positively, at the very late turn-in point" The term Wind On the Steering.. I'm not sure what this means.
Thanks

Maybe it's not "wind" like the breeze....but "wind" like what you do to a watch. Beyond that, I've got nothing!
