Default Trailing arm bracket

The 67 assembly manual pg G-167 Sec 4 -B3 (#3) shows a pair of brackets on each side of the trailing arms where they meet the frame. I just want to know what function they are used for. They have holes in them that imply that there should have been something in them at one time. Were they used only during assembly time only? One of the vendor catalogs show a cotter pin in them, but the unused hole is huge it would take a 5/16 x 4" cotter pin to fit. Any thoughts?

Those are the toe-in setting shims - there were four different thicknesses of them; the original "hole" shims shown on the sheet were used until early in the C3 era, when they were replaced by the "slot" shims, with holes in the frame and long cotter pins through the holes to retain them. The "hole" shims are a PITA on an alignment rack, as they require that the trailing arm pivot bolt be removed completely to add or delete shims; the "slot" shims only require that the bolt be loosened to add or delete them, and are generally used to replace the original "hole" shims when a trailing arm rebuild is done. Pic below of the later "slot" shim.
