Default C1 fuel sender unit resistance

Does anyone know what the resistance of a C1 fuel sender should be at full? Mine has 90 Ohm stamped on it but I measure 35 at the full position. I get 3 at the empty position. My gauge isn't working and I'm trying to sort it out. With power on, The gauge comes up to the empty mark but doesn't move regardless of the level in the tank.

C1 sending units are 0 ohms at empty, 33 ohms at full; the 90-ohm calibration didn't start until 1963.
