After overhauling my headlight gearboxs and tracing down the problem with the rollover switch conncetion I cleaned all the wire connections in front of the firewall including the bulkhead connector. Cleaned the fuse box and replaced all the fuses. Cleaned the connections to the circuit breaker.
Now the Voltmeter has come to life. Before at startup it would only move a small amount the first minute or so, but now the thing goes off the scale and even wiggles when the turn signal is operating. I guess this is a good thing.
Steady run down the street with no other drain on the charging system it settles about 1/5 up on the plus side. Is this OK?

Yup - it should show a larger deflection to (+) right after you start it, especially if it cranks a bit before firing, and then drop back after a few minutes to just slightly (+). Both of its sense wires (one to the battery cable stud on the starter solenoid and one to the screw terminal buss on the horn relay) go through the bulkhead connector, and cleaning those terminals will usually bring a dead gauge back to life. Don't forget to clean the sense wire connections at the solenoid and horn relay so there's no extra resistance in the circuit to fool the gauge - it measures the voltage difference between the two connections and displays that difference as "amps".
