I am going to try to get my turn signal flasher back to factory. There is an OLD capacitor which has clearly leaked in parallel with the flasher. Where can I get a new one? And is the yellow flasher correct?
does the flasher say "D.O.T." on top, if not it should be right. the big venders like C.C., and P____n should have them, be ready to spend some money on them
It is supposed to keep the electrical noise of the turn indicator from feeding into the radio. That's what all those caps are for - some are just a bit more effective than others.

That's pretty funny since ALL my radio does is make noise. Plus, I've owned the car for so long (bought it new) that I've already overhauled the radio twice and will NEVER do it again. I doubt if it affects the value of the car!!
