On my 67 with small block and side exhaust, there are the remains of two ground straps bolted on the middle cross member to the outside of where the under car exhaust would go. Where did these ground to? My guess is the transmission? Is this just part of the general grounding?
those are the remnants of the grounding straps that were used on cars with undercar exhaust systems.
On '67 there are 4 grounding straps used on cars with side exhaust and 6 grounding straps used on cars without side exhaust.
your car must not be a factory side exhaust car and when a previous owner switched to sidepipes they just left those remains in place

if your '67 is like my '65, I have a grounding strap on:
1. accelerator lever to block via the intake bolt
2. body mount to frame
3. engine mount to frame (front passenger side mount)
4. antenna ground strap
5 & 6. undercar exhaust at center hanger to frame (not on sidepipe cars)
A 66 has one on the left engine mount to frame. There isn't one on the right side. This is the way my 66 came from the factory and the NCRS Judging Manual
