first, it would help if you told us the year of your car.
next, a special plate like that could mean a few things, but most likely at one point the car may have been stolen, the VIN tags removed to try to hide it's identity, than later when it was recovered the state issued new VIN tags to the owner as the car is required to have them. It sounds like that is what your VIN tag may be.

Saw one of those recently on a junked out 63 in Virginia. AND have seen them before when I lived in NJ.
The plate should have been issued by Pennsylvania DMV to show that they have decided to issue a serial/tracking number for a car that they issued a legitimate title for after determining that the car was not stolen.
DMV issues the serial number. It is not traceable (sp) through GM or anyone else for documentation. But it allows for cars that were acquired through debt settlements, true field/barn finds, etc, without titles from the prior owners to be legally owned and registered.

Is that what they mean when they say " blue plate special " ??Sorry, I couldn't pass that up ! Seriously though, it's legit but it will detract from the value of the car somewhat. My first 59 Vette had one on it. I live in Pa. You might have to lift the body to find the real serial no,s where they are stamped on the frame. Then if you want to pursue it you can take a tracing and apply for a new title, and then a new repo vin tag. Good luck !

At the top of the home page is a "User CP" pick. In that pull down is an option to edit your profile.
The blue and silver SN tags are routinely issued by Harrisburg on cars that have lost the SN tag that was installed by the manufacturer. This is most common on C-1 Corvettes, where the tag is spot welded to the steering column under the hood.

Until 1959 the VIN # plate was attached with screws right below the top door hinge on the driver's side. In 1958 there were 9,168 vettes built with VIN # ranging from J58S100001 to J58S109168. My guess is your car's title was issued as a reconstructed vehicle with the VIN # of F58B120280 which is outside that original VIN # range. To the best of my knowledge, PA will not issue the original VIN # even with proof of the frame stamped number.

No offense Barry but that's ridiculous, I only know of one or two forum members that would actually even notice (much less refuse to answer) someone's post due to what is or is not contained in the area to the left. It's ony relevant to the "help, can someone stop by and show me" or "get together for a cruise" type post at best. As far as I know, if a member here sees a post from a fellow vette owner asking for information, and he has some relavant or helpful info to share, he will post a response. How in the world would where somebody lives be relevant to Holley date code question, or (as here) a question about what can lead to a state-issued replacement VIN tag?
We might be a raucous bunch here but we certainly share the helpful info (and wisecracks) freely

I personally don't care one way or the other if he fills in his profile or not. If I can possibly help answer a question I'll be glad to, but I have seen quite a few threads where other forum members were bitching and complaining about this issue so just thought I'd mention it to save him a little (possible) grief being a new member. Ridiculous or not, having seen it crop on on threads I was just trying to be helpful.
Barry, you are always helpful, no offense meant by my last post, I just wanted to ensure that a new member didn't think the data about his age, birthday, residence, race, sexual orientation, certification of no ownership of Ford products, etc. was really obligatory before his questions would get answered.
And I have got an itch to get me one those new [Shelby] Mustang GT 500s, a red vert, even - where else in the world can I get nearly 500 ponies in a four seat vert in the $40s?? (Plus, I get a family discount).
