Default Bumper question

On my '61 the passenger side the center chrome is bolted in front of the side bumper. On the driver side the center is welded to the back of the of the side bumper. Does this mean someone put different year on each side and which is correct?

The one that is welded is possibly not correct.

Look and see if the centerbar attachments supports are the same distance from the rear of the bumpers. if they are, most likely, the bolts broke off and Bubba welded it all back together. If the supports are in different locations, you have an earlier bumper on one side.
