The horn button switch is a very simple thing. It is simply a ground circuit. The black wire that comes from the relay goes through a couple of connectors to the column and up the column through a slip ring to the button. Assuming the horn, relay etc. is powered and working, it is a simple task of working you way up that circuit from the relay. The very simple starting point is the relay itself. With a strip of wire, ground the terminal that the black wire goes to. If the horn blows, you have determined that all of that it good. Then go up the line checking where the circuit is broken. At each point you can just clip it to ground and test. You will most likely find a bad connection or the mechanism of the slip ring, and brush. Also the plastic rivets in the switch itself have a habbit of breaking and disabling the switch. These plasic rivets can be replaced with nylon screws to repair that.
