I found a 1957 Corvette in real bad shape. No papers, no vin #, and I am unable to make out the stamped frame number. I believe the number ends in 43 or 48.
Any one know how, or if, I can verify a vin number??
The California Highway Patrol will not do anything with a partial car. I had it towed down to their place, after an appointment months in advance, and telling them what it was, their answer was that they do only complete, running cars.
If you have the frame acid dipped (which removes the rust inside and out), you should be able to see the numbers better. After I had my 59 frame acid dipped, I saw for the first time the second frame stamping.
I am sure it varies state to state. In my state, any dealer (new or used) can run a plate or vin through the local tag agent for minimal cost. They actually give him a copy of the last registration (little diff for out of state vehicles).
I think the main use for this is for mechanic's liens. You must send the last registered owner news that they owe big wampum on their car (it still is legally their car) and they have X days to pay or it's going up for public auction. After the auction, it is re-registered to the highest bidder (which is usually the shop).
