Hi,

Can anyone tell me the difference between a 3991406 flywheel and a 3856579.

Same part. That's the lightweight 15# 12-3/4" 153-tooth neutral-balance nodular iron flywheel that only accepts a 10.5" clutch. Started out as P/N 3866735 (casting #3856579), changed to P/N 3991406, changed again to P/N 14085720 (casting #14085721).

Is there any recommendation regarding the maximum safe rpm for this flywheel?

Well, my L-88 15lb wheel has been to 7200, (327/365)

I love it, I will never go back. The L-88 flywheel is great.

Both of mine ( I have a spare) have seen 8000+. This is a nice part and the faces wear flat. Light weight steel flywheels always seem to flex enough that the faces wear weird.
