I am installing the dash cluster and there is a single wire condenser looking thing bolted to the rear of the cluster that does not seem to have a wire to connect to it. Could this be where the cluster ground connects to?

Where on the rear of the cluster? What type of connector is on the end of the wire? There is one that goes in with the Amp gauge wires. There's one I think at the oil gauge, and one that clips on to the parking brake light wire.
On my 65, the cluster ground does not connect to a condensor, it connects to a tab at the top of the cluster housing.

Sounds like the one at the amp gauge. THe mail terminal slips into the female amp gauge wiring connector before the connector is installed on the gauge terminals.
Here's a picture of it installed in my 65. I also have a 2 amp in-line fuse I put in the amp gauge circuit to protect it.

The cluster ground connects to a quick connect terminal at the top of the rear of the cluster. Looking at it from the back it's above and just to the left of the tach. I'm sorry I have no picture.

The cluster ground (14-ga. black wire with a female connector) goes on a male spade terminal mounted just above the tachometer. If you look in the U69 section of your assembly manual, it shows all the capacitors on the back of the cluster.
I was told the capacitors were for noise suppression. I presume the person was talking about noise relative to the radio(?).
Yup - the capacitors are supposed to eliminate the transient voltage spikes in the electrical system caused by switches, etc. that cause "pops" in the radio speaker; radio noise suppression is their only function.
