It's not legal to change VIN tags on a car. It's that simple folks. When you start swapping VIN tags you're running a chop shop - not a restoration facility. The same thing with engine numbers.
We can discuss this all we want but it's still against the law.
My 54 and 57 have the VIN tags screwed to the fiberglass inside the drivers side door jamb with phillips head screws. Later C1's like your 61 were moved by Chevy like another poster said.
On a C1 you don't have to take the body off the frame to see the frame number. If you go to Pep Boys and get one of those small round spot mirrors they put on an antenna to see in the hard to reach places along with some patience and a small flash light you can see it. The location is on the top of the frame under the drivers side door just about in line and opposite the intersection of the cross member. You need to be able to read backwards in the mirror to read it. I verified both the 54 and 57 before we bought them. Unless there is a lot of rust it's easy to read, but you may need to clean the dirt off.

Ebay has been cracking down on any sales of VIN tags and from other threads/posts from some experts and I'm not one of them, it is illegal in all 50 states. I know of at least one site (camaro.net) where some members have been notifying ebay and even police when a camaro VIN tag is for sale on ebay. And as stated earlier, ebay has been pulling them. For restoration of a lost VIN tag or beat up one
