Just grab the arm where it connects to the relay rod, and try to push & pull it up and down. If it has any play, replace it.
Steering idler arm lateral motion is normally quite stiff, and it should have little or no deflection vertically; if it feels sloppy up-and-down, I'd replace it.

Thanks, but to clarify further:
The idler is like a ball and seat where you can move it side ways in a circular motion but not up and down, correct?
Also in my relay rod rebuild kit I didn't get new seats for the ball stud, I would think that these should be replaced as well?

Yes--round & round is OK, but up & down is not acceptable.
I would try and find a pair of seats for the stud. Replacing the stud without the seats is like replacing a cam and using the old lifters---not recommended.
