All 63 through 2004 corvettes came with pop-up headlights from the factory. Minor exceptions are very very special race cars.
Moving the headlights to the grill was a common 60's customization. It was also often a response to dealing with a front end collision - much cheaper to repair the car by sticking the headlights behind the grill instead of replacing all of those expensive moving parts.

Ecklers sold complete headlight-free front ends years ago. You may have one of those on your car.
The special race cars I was thinking of were the 1963 Grand Sport corvettes which are all known and accounted for.
