Default what's this for?

Hey guys,
Restoring a 66 and had a question. I actually have 2 66 roadster tubs and i've noticed that one body has a captured nut inside the rear wheel well and the other does not. When the car is on the frame this can't be seen or is at least hard to see. Does anybody know what these were/are for? Is it a difference between a big block car/small block car? Difference between a A.O. Smith vs St Louis body? Any help would be appreicated. Thanks

That's the anchor plate for the optional shoulder belts.

Thanks a bunch JohnZ! So does that mean the car originally had the shoulder belts? Or was it a mid year change and all of them came with the anchors?

Shoulder belts were an option.
