Holley question, not Corvette

Valve was open most of the time, but flooring the throttle made the linkage close the valve.
What on earth was the purpose of this?
Seems to me like a fire waiting to happen,a nd with the valve open when engine stopped, gasoline just will evap out thru the hole.

Even though the cars wore the 396 emblems, they had a 402 in them.

Get this:
The trim tag, which has signs of being removed and replaced, has a build code of 03C, whicH I believe is 3rd week, march.
The mtor which has the correct block and head castings, are dated Jan4 70 on the block, and Jan 17, 1970 on the heads. Too early for the car.
, and really, the heads and block are to far apart, IMO, but I suppose 2 weeks is possible.
The stamp pad was simply ground down with a grinder and restamped, T0317CKO, March 17.
Now for the coup d gras. The distributor, which is date coded 0C17, March 17, 1970 has a code number 1112002 that says is was originally from a 350/250HP Nova.
Now, what do you think the coincidence is that some previous owner, just happened to accidentally stumble across a Nova SB distrib that has the same build date as the BB engine to replace the original distrib, for some reason?
They took the time to sestamp the muncie, even though it has the wrong case, but they either forgot to deal with the distrib, or couldn't find a correct one and figured no one would notice.
