The secondaries are not opening and I believe that the diaphram for the secondaries needes replacing.
the secondaries won't usually open just by revving the engine in the garage. You can test for secondary operation by putting a piece of clay on the intake under the rod, so that movement will leave an imprint. Then take it out for a test drive.
There are different springs available to adjust when the secondaries will come in. They come in a kit of about 6.
To test secondaries, with engine shut off, or carb on bench, open throttle wide, and blow compressed air down the right front barrel. This will cause secondaries to open, if they are working.
The Diaphragms don't go bad very often. The carb you have, since it has electric choke and is pretty clean probably isn't real old, it just may have a stiff spring. The springs are color coded for reference, usually the plain silver or purple spring will work fine in a mild street car.
