Default glazing putty

Is it ok, after sanding away a paint primer coat, to use a finish glazing putty on top of any leftover primer residue that wasn't totally sanded away? .. Or, does the paint primer coat need to be totally sanded away so that the glazing putty only sticks to body filler only? . .

Any suggestions for a good 'air dry' glazing putty? .. At present I'm using the Evercoat brand catalyzed glazing putty.
