this is for my 66 SS Chevelle but you guys no a lot so. I bought a reproduction 4 core radiator and the lower hose fits real lose over the neck. the top fits nice and snug. would just drawing up the clamp real tight be ok.
Might need a second clamp or if worse comes to worse an adapter sleeve that is found with those flex hose kits.... ie. the rubber sleeve to reduce from 2' to 1 7/8' as shown in this pic from CoolFlex

It sounds like the lower outlet may be too small. The lower outlet should be the same size as the water pump hose connection. The lower outlet neck should be LARGER then the upper inlet neck. May be they made them both the same. If so, I would go back to where you got the radiator and have them straighten it out. I do not think just drawing the clamp up tight is a very good idea.
You may also want to take a close look at the lower hose. Both ends should be the same size.
