Clock Runs Fast
If it's a mechanical clock, resetting it to an earlier time is supposed to slightly slow the clock. Conversely adjusting it to a later time will speed it up.

Problem on my clock is that the minute and hour hand don't corrospond. For example, then the minute hand shows 11:45, the hour hand is a well past the 12:00.
I've had my mechanic try to align the hands (seems like you could just push the minute and hour hands straight up for 12:00 sharp) but he said, when he gets it right at one spot, it's wrong elsewhere.

Presuming the clock is out of the car and you have removed the back, the task of slowing the movement down is easy. I just did it to my clock.
Looking at the clock mechanism from the back with the mechanism in the 12 - 6 position, you will see a tang at the 2 o'clock position on the right side first level of the clock mechanism which is closest to the back of the face. My tang was touching the phenolic wafer. I adusted the tang out from the wafer about an 1/8 inch carefully using a small screw driver to push the tang away from the wafer.
When this was done the clock slowed considerably. I then ran the clock for an hour to see just how fast it was running. I made further reductions by turning the clock back using the front adjusting ****. It did not take more than a 10 min back adjustment to slow it down 5 seconds.

Yes, as far as I know most if not all mechanical clocks in GM products of the era adjusted. In fact, on my 62 there's even a little F.....S indicator on the clock face, with a hash marking indicating where the adjustment is currently located.
