Default mechanical choke problem

holley 1850. when i completely push in the choke **** and open the choke and visually inspect it, the plate is perfectly vertical. when i finish a drive and take off the air cleaner, the plate is always angled so that the bottom partially overlaps the venturis. i estimate about 1/4 of the venturi opening is covered. in other words, the choke is partially closed, even though i always push the **** completely in. any thoughts?? i suppose i could mount a spring to keep the choke open, but why would this be necessary??
