a friend is replacing his chassis with a new one ,does he just stamp the numbers into it or cut the old sectin out and weld into the new chassis,its a 62 if it matters

Check with local law agencies, I suppose it could be illegal to stamp a VIN to his new frame.

The over the counter parts frame wont come with a frame number , I've had them and just stamped the serial number in.

should be no legal problems. just like adding your ss on items. as long
as you do not damage orig vin numbers, say on a orig frame, you should be ok. i am not a lawyer. jdk
