Read Ron's suggestion closely and you will see he has the starter OUT of the circuit for this test...

You test it with the wire disconnected from the starter solenoid.

However, I'm betting the problem is in the starter...as you said earlier...

Just replaced the OEM 327 with a 350 LT-1 motor. Car had been sitting all winter and when we began to bump the starter to find TDC, the starter would not disengage even in the off position. Cuprit was a bad solenoid.
