I vote for the headrests. A small bag that wraps around the head and neck (if recipient is tall enough, cushioning and stabilizing the delicate area.

If any part of the bag was behind your head, it would break your neck when it deployed; a well-designed headrest would be much more effective in containing rearward motion of the head, without adding injury potential (which is what current MVSS impact regulations require, and that's how current headrests are designed and certified).
