Default 67 Bolt Ons

Having a hard time installing the starburst on the Bolt On wheel.
I'm not sure if the back of the Starburst is suppose to be flush with the actual wheel or is there suppose to be a space between the two.
I have Western Repros.

I spent hours trying to get the starburst and the wheel to be flush but something is not letting me do this.

Can anyone tell me if this is the way they are suppose to be fitted.

There will be a gap between the back side of the starburst cap and the actual wheel; see photo below.

That's exactly like the way mine look.
Wow...all along I thought they had to fit flush against each other.

It's designed that way on purpose to ensure that the spring clips on the starburst bottom out fully on the flanges on the adapter ring on the wheel.
