Yes. The large ring goes around the threaded shaft of the ignition switch housing just before you install the switch housing into the cluster. The light bulb socket plugs into the smaller hole.
that looks like it may be a universal part for a c2?...if so, you may have to modify your connector to make it fit....jmo....
It is a universal switch, but it actually fits the harness connector. No issues there.
The real issue is mechanical. The thin, stamped lock nut that snugs against the back of the instrument cluster is worthless.
In lieu of the stamped lock nut, I installed an additional regular bezel nut (turned backwards) on the back side of the cluster. It has enough threads and strength to hold the switch stationary.
I did have to shorten the extra nut slightly to have sufficient threads protruding through the cluster.

There was a new ignition switch and the lamp housing in the spare parts that came with the car. But there wasn't a housing on the installed switch.
I haven't tested the old switch to see if it needs replacement.
