If you have a stock front end with modern tires and reduce the steering wheel size; the turning effort on the driver's part will be increased....just a thought!
I make the 15" Corvette steering wheel and offer it painted or wrapped in leather. Also have chrome spokes or brushed SS. We also sell it to Corvette Central.

Made my own out of flat stock 1/8th stainless and wood from an old grant wheel. I5in. and not problem with steering effort. It's like any old manual steering car, it's much easier to turn the wheel when you're rolling rather than stopped.
I purchased my leather wrap from Chuck about three years ago. Workmanship is outstanding and it fit perfectly. As Frankie stated car is a bear to turn at low speed but the leather feel is worth the downside.
