Does Chevrolet keep records of all cars requardless of age? Those that were purschased through GM loans or those cars special ordered would Chevrolet have the names of the person who ordered the cars along with the dealer? If so wouldnt this be a way to help fine orginal owners. If a newer car around 25 years old had recalls done wouldnt Chevrolet have orginal owners information in its computer systems? Could this be a way to fine orginal owners information on say C3 cars with recalls? Could someone who worked in a dealer get you such information?
No, no and probably no. Most companies (and ALL of the publicly traded ones) have record retention policies to reduce digital data storage requirements, avoid scanning in and OCRing of ancient documents and keeping mountains of paper. Ten years is a typical amount of time allowed before inactive records are expunged (paper or electronic)...it varies case-by-case however.
Secondly - such companies will probably not release PII (Personally Identifiable Information) such as owner's name/address/etc because of privacy laws to a private person. A court order or other proceeding is an exception. Why deal with a potential civil liability suit when its really easy to say no ?

Hardly. Do you have any idea what mainframe computer technology was in the 50's and 60's? Input and output were trays of punched IBM cards, keypunch machines and card readers, and a 5-MB hard disk required a forklift to move it. There are no records.
Some organizations have spent an inordinate amount of time and $$$ to digitize antiquated information and make it available online. IBM and US Patent Office have both done it for inventions from the very first patent. No car dealer is going to put in that kind of effort however.
