If the steering box was out of the car check to see if there is a lot of paint between it and the frame. I found this to be a problem not permitting a good ground to the frame. It usually happens when you have your arm on the window because that is completeing the ground.
Ok, maybe a dumb question or two. First, I could not see in the AIM, any reference or pics showing this ground cable, at the steering coupler. Next, if the two bolts holding the two flanges of the upper and lower coupler are both touching both couplers, would this not make a natural ground themselves ????
The coupler is a masticated rubber device, so it doesn't naturally carry a current. There is a brass or copper strip that runs from one bolt hole to the other, on the coupler, and that is what creates the ground.
The copper ground strap is internal to the coupler - you can't see it unless you really look for it; later couplers and Service replacements used a steel mesh inside the rubber/fabric laminations instead of a separate copper strap. Most of the junk "rag joint repair kits" just use a rubber disc, and completely ignore the need for the ground path between the upper and lower flanges.
You're getting a slight shock because you have better ground potential than your steering shaft does.
So what about the bolts that go thru the rag joint to each side, do they not ground each side of the coupler flanges ???
I can't find any of those ground straps, any chance, someone has a spare ????
