Does the key have to be in the accessory position to insert the paper clip in my '64? I have never been able to turn it to that position. I have had this car for 30yrs, and have always been able to take the key out of the ignition in any position. The key works in the glove box door, so I am thinking it is the correct one. I recently bought a new ignition tumbler and door lock set with keys.

So you have a new one and are trying to get the old one out? Try and jiggle the key while applying pressure to the ACC position. Also try pulling the key out a hair while turning it to the ACC position. Sometimes mine won't go to ACC without a little convincing!
What do you mean any key? If you have a 64, they only had one key which worked the ignition, doors, glove box, and spare tire lock. Do you have more than one key?

Sounds like you don't have the correct key.
My guess is that with the correct key, it would go into the ACC position. Without putting it into the ACC position before removing the correct key at some point in the past, the ignition switch was left in a position that even a screwdriver will start it.
Oh my........ Does it spin in both directions? If so can you spin it to the left and see if it stops. If it does try pull it out with a key inserted for a little leverage.....or if that fails you could take the lock out of the glove box and have a locksmith make a key for it and try that key in the ignition to see if you can get it to ACC.

As per his opening post, the key works in the glove box lock but doesn't help the ignition got to ACC.
Do you have more than one key? Even though they all should be the same on a 64 I would try them all ( if you have more than one) and like Jeff said with the right key it may go to ACC.

It could also be that one of the pins in the tumbler is stuck in the up position for some reason ( maybe the wrong key inserted at some point in time). Try spraying some WD-40 into the lock and then try jiggling it. It may take some time but if it is a stuck pin it should free with enough WD-40 and jiggling. Oh well good luck. Last resort would be get a locksmith to come out. More bucks but they can do it.
I guess I will try the WD40 first, but I have my doubts. Like I said earlier, I have had this car for 30 yrs and the key has never worked correctly.

Sounds like you have the wrong key or a copy that was incorrectly cut..
Check the glove box lock to be sure all the pins are being correctly lined up with the key inserted.. If not, it may be the key is close enough for the glove box lock but not the the Ign Switch
A locksmith will be able to easily cut a new key if that is the case
