Try starting a thread with a title that has something to do with the subject of your question to get some interest.

There's no reason for people to look at a thread with a title that is your screen name.

Did this happen before the rebuild ? Have you had a vacuum gauge on the non-ported vacuum to see what's going on ? 1200 RPMs is way too high. Your car should be pulling around 18" of steady vacuum in a stock base-level '61 engine....less in the higher performance versions.

Its a common mistake when working back/forth between mixture settings and idle speed to adjust things so far out of whack that the car is idling on the "transfer slots" and the mixture screws no longer have an effect and you compensate by cranking the speed up.

You might try lightly seating the mixture screws then backing them out one full turn...then adjust the idle speed close to spec...then carefully go back and forth on the adjustments and see if the carb doesn't straighten out.
