They aren't like the '68 up where you have miles of vacuum lines and lots of vacuum switches and actuators.
They have two switches on the dash. One is the parking light and headlight switch you pull to turn the lights on. The other is a center off switch for raising and lowering the headlight buckets. It is very similar to the power window switches.
At each headlight unit, there is a motor that runs, a gear assembly to provide gear reduction on the motor speed and to give torque to open and close the headlight unit, and there are limit switches to shut off the motor when it hits the limits to prevent tearing up the gears or burning up the motor.
To troubleshoot, check with a small voltmeter if you have power for the headlight lamp and to the motor when it is running (you need a helper for this last part).
If not, then check the items in that circuit that can stop it from working, like the switches being misaligned or broken.

Those switches have nothing to do with motor operation - all they do is provide a ground circuit to illuminate the "LIGHTS" warning light in the cluster when the headlights are on and the buckets aren't all the way open.
