Default Frame Question

Does anybody know why on a mid year Corvette(65) that the spring cup metal isn't welded to the cradle side of frame? Can it be? Should it be?

Spring cup?, on the rear spring? trailing arm? A little more specific please. The cup on the rear spring and the trailing arm is peened over to attach it at both of those locations, however, there is really no harm in leaving them loose. If they are not attached, they have probably been replaced.
