Default C2 e-brake question

When I pull on the parking brake in my 65 it will not hold the car from rolling FORWARD at all. BUT, it holds fast if it's rolling backwards. I've adjusted it to where the brakes are actually dragging. Still the same.
Anyone else ever run into this issue?

I've run into it more than once, but never figured how to fix it. Logically, changing and adjusting the parking brake shoes should be the fix, but I've never done it. When I park on a forward down slope, I just put the car in reverse and turn it off. At least the last three c2's I've owned do the same thing, although the current one does slow it down a little when rolling forward. Locks it up tight when rolling backwards.

Thanks but that is wierd. I've owned three C2's and can't say I ever remember this being an issue. Since I'm driving this one quite a bit more, I'm hoping there is a fix.
Help anyone???

Did you adjust the parking brake SHOES first, THEN tension the cable, as outlined in the Shop Manual? If the shoes are worn, you can tension the cable all you like and it won't make any difference.

If you don't have a service manual, the adjustment procedure is outlined here:

Thanks. In that procedure someone posted to burnish the pads by applying the ebrake a couple of times at 45 mph until there is a felt drag. Should I try this before trying to adjust the cables?
JohnZ says this is how it was done at the plant.

The burnishing procedure helps the shoes conform to the shape of the inside diameter of the "hat" in the rear rotors before performing the final tension adjustment on the cable. It will be more effective and will hold its adjustment longer if you burnish the shoes.
