The right headlight is loose and will turn completely.
The small thumb wheel does nothing when turned.
Is there a lock pin in there?
I have not fixed a headlight bucket in a few years and I don't remember.
If your saying the entire assembly rotates around completely, it sounds like the "Y" shaped retainer on the inboard side may have broken one or both ears off,( they act as stop points) or the whole thing dropped off the shaft. As far as the thumbwheel is concerned, it takes a lot of turning to get the light bucket to move. If your gears are worn that will increase the number of rotations to get it to move. The "Y" shaped device has limit adjustment for full open and full close. Try to get a shop manual for better details. Important!...when you get the hood open put a bolt or equal device through the support to make sure it doesn't close on your hands
Sounds like the gear is stripped.
It is easy to remove the motor and take a look.
For sure about the bolt in the hood support..
You don't want to get your hand caught in there and have the hood drop and damage the paint on your car :jester Just kidding...
It is likely the main gear..
The gear only rotates 180 degrees so,
If it hasn't already been rotated 180, you will find the other half like brand new :yesnod:
If someone already swapped it then you'll need to get another one.
CC has them I just got a pair only took 3 months
You'll have to turn the wheel by hand for a week or so to get the bucket to move at all  it really takes a long time. Agree with above posts that your Y stop post is broken/missing or loose on the shaft. The gear only moves 1/2 of it's travel and can be rotated 180 for new teeth but you say it already goes 360 deg so I vote for the Y stop problem. :yesnod:
67stingray....First of all, the thumbwheel has to make about 100 revolutions to open the light. It is slow at first but keep turning. If should move freely, if it doesn't, stop turniing it. Then........... get yourself a handheld mirror (the type the barber uses to show you the back of your head to see if you like the haircut). Open the hood and set the mirror down inside behind the headlights, then shine a shop light and you should be able to see the "Y" bracket which is mounted on the rotating shaft. Good luck, this stuff is trial an error....Elmer in Dallas....PS, I don't think there is a lock pin.
1)
The bucket will not stop at the full opened and full closed positions???
Or
2)
Are you saying that you can fully open the bucket to the opened stop and the fully closed stop by hand and the motor does not make them move..
My comment assumed #2
If the gear is stripped, you can move the bucket by hand to some extent..
When mine was bad, the bucket would not move even though the motor would run..
The bucket would move back and forth by hand a few degrees..
If I moved it by hand to sake up the slack and then had someone hit the switch, the bucket would then open the rest of the way it's self.
When closed however it would again stay a few degrees away from closed..
Maybe you need to tell us more of what's happening..
Maybe I can clarify the problem.
1st - The bucket is loose while in the closed position and can be turned or flipped with no effort.
2nd the bucket does not stop when opened and will continue turning until the bucket hits the body.
If I reach my hand in there I can move that Y stop.
I can not remember if the Y stop is held in place by two nuts on that shaft.
I wan't to thank you gentlemen for your assistance.
First guess is.
The bucket has come loose from the drive brackets
or
If the ground bond was not installed The motor is only held with a small spring clip.. If it comes off the motor can move towards the center of the car and disengage the shaft from the motor..
Sounds like it's going to be a bit different than I expected
You are going to need to get in there to take a look.
