Engine identification
Serial number is 30867S192703.
Could the vin have been removed by redecking the block?
And what year and size is the engine based on the engine ID?
Any help would be appreciated.

The 8th digit can not be a "9" as posted 30867S192703. The last 63 built was VIN 21513, which would read ...S121513. Your VIN can only be either ...S102703, or ...S112703.
Your engine stamping F0719SD, decodes as follows.
F = Flint MI, engine plant.
07 = July
19 = 19th day of the month.
SD = 327/300 with a Powerglide trans in a 62, 63 or 64 Corvette.
So you have a 327 cu in, 300 hp engine, with a Powerglide automatic, built on July 19th, in either 1961, 62 or 63, and originally installed in either a 62, 63 or 64 Corvette.
Depending on whether your VIN is actually S102703, or S112703, your 63 was either built the end of October 1962 (02703) or mid April 63 (12703). An engine built July 19th, could possibly have ended up in a car built at the end of October, but it is a earlier than what you normally expect to see. It's nearly impossible, that an engine built in July, would have found it's way into a car built in April.
To know if it is, or could be, the original engine for your car, we need more info.
On the back of your block, on the flange area where the bellhousing bolts up, there will be additional numbers, cast into the block.
On the left (drivers) side, is the block casting number. The casting number should be 3782870. Unfortunately, the casting number is the same for all 62-64 Corvette 327 blocks, so it won't definitively identify it as being original to your car.
Cast into the flange, on the right side of the block, will be the casting date. The date will be made up of a letter for the month (A through L), one or two digits for the day of the month (1 through 31) and a single digit for the year ("2" for 62, "3" for 1963, etc). An engine assembled on July 19th, 1962, would likely have a casting date similar to G182. The "G" being July, "18" being the day (though it could be any day prior to the assembly date of the 19th) and "2" for 1962.
Recheck the VIN (both on your printed title and what's stamped on the VIN tag), to confirm what that 8th digit is. Also, recheck the block's stamp pad, to see if the VIN derivative is there. It's doubtful that someone would be able to deck the block, and only remove the VIN. Odds are that both sets of stampings would be removed. Finally, check the rear of the block for the casting number and date.
With this additional info, you should be able to get a little closer to figuring out if you do have the original block in your car.
