Default Front crossmember

On a 1960 .Do all 16 front crossmember bolts go in from the top with nuts on the bottom ?

I have a 61 project that I hope to begin working on this winter. Last month I removed the front crossmember, which was no doubt in place since '61, and all of the bolts do not drop down from the top.

IIRC, the Assembly manual may not correspond to this, but.....

8 inners, from bottom up.
4 Front outers, top down.
4 Rear outers, bottom up.

This is how they were on a '59 I restored, and on other '59's I've done.

If you position the bumper brackets in place, you'll see where they interfere with bolt ends - those locations need the bolt head adjacent to the bumper bracket.

Yes. Photo is correct. If you try and fit the bumper bracket you will be able to see it.
