Safe or not? Tires do have inner tubes in them.
NOT SAFE. Sidewall has seperated. It looks like the side plies and the rubber have seperated allowing air in between them. Ask for a warranty. Michelin is very good about this.
Those are Michelin X redline tires. Someone here will know for sure, but I believe they quit making these tires about 20 years ago. THOSE TIRES ARE PROBABLY 20 YEARS OLD. If I am right, replace all four immediately.
Not safe! Get it off of there. After the tire is broken down you will most likely see some kind of whitness mark on the inside sidewall.
Also jrubicon brought up a good point about checking the tire age.
