On top of trying to sell a piece of rotten junk, it looks like the guy is arrogant: "I know what these things go for and, NO, I WON'T TAKE 20K FOR IT!" Ok, but if you're going to get rid of it, you need to lower the price to 5k, otherwise it will be in your family another 48 years.
So, I agree that it is WAY too high...but what is it actually worth?

I'd be hard pressed to even offer $5K even if I wanted a SWC to restore. The body is a complete loss. The birdcage is probably gone (judging from some of the prior comments). The engine is apart. I would guess that the frame is a mess too. I doubt there is anything of real value left.
If it's from NY, it should have a Title. In most cases you can't transfer the ownership of a vehicle from a title state to another title state with only the registration. I bet that is why this owner has not registered it in Texas yet. I could see sticking to a firm 25g if it had a solid body, but clearly that is not the case with this car.
NY had transferable Registrations till 1973 I believe prior to then you could just sign the reg and it was a done deal
When I inspected this very car here in NYC a few years back it actually had chicken wire forms with fiberglass sheets laminated on to make a wing of some type and fender flares. They since have been ground off.
The NOM was a solid frozen block of rust and I cut my finger on the completely rotted birdcage. What I could see of the frame was a rusty scaly mess. The most valuable part on this car is the master cylinder.
Couldn't place a value in something i'd be hard pressed to take for free...

Titles? Not always. Motor vehicles did not have titles in NYS until 1973. Prior to that, to transfer (in-state, at least) you just signed the back of the registration over to the new owner.
So while what you say, i.e., ("In most cases you can't transfer the ownership of a vehicle from a title state to another title state with only the registration.") may very well be true when a car HAS a title, unless you need some special "interstate transfer document" from the DMV (which I'm unaware of), in NY, pre-1973, the reg. was it.
I would offer this theory as to why he hasn't registered it in Texas yet: (In NYS, at least) if it's registered, it has to be insured.
Since his hot mess is undriveable, I can't imagine why he'd register and insure it. Just my .02
I freely admit I know nothing about Texas DMV law--but I'm ready to learn.
