Decal setting solution allows a decal to stretch, and conform to the surface it's applied too. It was created for model railroading and model kit builders, to help get decals to conform to a model's surface irregularities, such as wood grain, rivets, body lines, etc.
You lay your decal down, and spread the setting solution over the decal. The setting solution will cause the decal to conform to the valve covers surface (especially the "porous" surface of aluminum covers), eliminating air bubbles, silvering, etc. Setting solution also helps bond the decal to the covers.
You can also use setting solution, to ease the removal of old decals. Because it's designed to soften the decal, if you spread it over old decals, and let it sit a few minutes, it softens the decal enough to remove it easily.
There are a number of different brands of setting solutions. I've always liked "Solvaset" and Microscale's "Micro Set", but it's also available from Badger ( the airbrush company) and Testors.

Valve cover horsepower decal kit, 350 H.P. Includes (2) water soluble decals.

My choice would be the mylar decals, but i am not looking for points. I never cared much for water decals, I always broke them, but i didn't know about decal solutions at the time
