I need to replace the fuel pump on my '63 SHP. The rear bolt looks to very difficult to reach. I haven't tried but it looks like removing the wheel and going in through the upper control arm opening may work.

You nailed it. That's the easiest way to do the job.
Just a couple long extensions on the ratchet and you'll have it out in no time...'course, putting it back in won't be as easy. Make sure to get the pump rod positioned in the 'up' position and held in place with a bolt before you remove it.
