Numbers help please

Went to look at this car for a friend today, owner says it's a prototype

and is firm on crazy price. Some help would be appreciated to decipher what this was.

Engine pad# T0304EDH6F12496
Trim tag#
64 867
491DE
Body 5380
Paint 932AA
Casting# on rear of block on top is 3955961.
The garage was dark and the fuel line routing made the pad stamp hard to read, so I may be wrong on that.

A saddle tan '64 roadster that probably was built (low RPM tach) with a 300HP base motor now is painted red with fender flares and other mods and has a Chevelle 325HP 396 in place. This is one-of-a-kind

Base motor was a 250HP.

Thank you all very much. The seller was an okay guy, just doesn't know what he has, and has B-J auction glasses on.
Actually the car was in good shape other than the mods.
