Capacitor probably goes on the brake light switch.
Exactly The capacitor has nothing to do with brake lights working or not working, it is a noise suppressor used on cars with radio option. There are several of those on your car in various positions
Does it make a difference which one hooks up to which side?
Nope. Just FYI capacitors that old probably don't do much, and if they do, it's only for AM reception noise, and not FM, so good chance you won't notice any difference

Velox...would you suggest that while my dash is totally dismantled that I take the opportunity to 'replace' all the original capacitors? There are so many...and I've noticed that in the Corvette parts catalog that they are not cheap either....

Well I wouldn't, but that's just my opinion. If you are looking for correct restoration I would be mainly concerned that they are present in the correct areas as identified in your AIM. As far as replacing ones already there, again, these are just for noise suppression for AM radio only... Inspect them all, install missing ones, replace any that have deteriorated significantly like broken wires, torn covers, distorted cases

Thank you Velox for your recommendation. I'm not too concerned about the restoration...I was just trying to reap any benefits from having 'fresh capacitors' but if the only benefit would be better AM reception... I just kept my old crusty capacitors.
