The whole turn signal housing on my 63 turns when I try to turn the turn signal lever. What the heck causes this and how can I fix it?

Is this the main column tube or is there one inside?

Main column tube...

The housing ears have broken off for the turn signal bell to turn when you use your blinker switch/arm...

Sorry but wrong, 63's don't have the ears on top. There is a small wedge that holds the turn signal housing with a screw from the back side.

part# SC-593 from Zip.

Correct! There's a screw reecessed into the forward side of the housing that threads into a "wedge" inside the housing that jams between the column tube and the inside of the housing to hold the housing in position on the tube. That screw is probably loose.
